Small doesn't mean unimportant. A 40-person shop can face the same confined-space hazards as a 400-person plant. A purchasing manager at a small company may still be responsible for gas monitors, pool fence projects, smoke detectors, and a dozen other safety products at once. When suppliers treat the account with respect, they get more than a small order. They get a long-term relationship.
Where the total-cost rule has limits
I don't want to make this sound like a universal law. There are cases where the cheapest compliant option is the smartest choice. If a project is temporary, if the hazard is low, or if a code official tells you exactly what is acceptable, then a simple, inexpensive product can be enough.
The total-cost approach does not mean always spending more. It means asking the question before you spend: What will this product need in its first year? Who supports it? What happens when it alarms, fails, or needs parts? If you can answer those questions, the sticker price is just one number in the decision, not the whole decision.
No safety product prevents an accident by itself. A gas detector, a fence panel, and a smoke detector all do their jobs only when they are selected for the right hazard, installed correctly, and maintained on a schedule. The tool matters. The process around the tool matters more.
